Proclamation City and County of San Francisco Whereas, October 17th marks the 15th Anniversary of the Loma Prieta Earthquake, the 50th Anniversary of the San Francisco Fireboat Phoenix, and the 15th Anniversary of the Neighborhood Emergency Response Team (NERT) program; and Whereas, the San Francisco Fire Department responded to the 1989 Loma Prieta Earthquake, evading a major conflagration, with the aide of Marina District residents who came forth to assist their neighbors and helped the firefighters lay hose from the Fireboat Phoenix in the Marina yacht harbor, which pumped water from the San Francisco Bay via the Portable Water Supply System (PWSS); and Whereas, invented in 1984 by Assistant Chief Frank Blackburn (ret.) and manufactured at the San Francisco Fire Department Central Shops, the PWSS and the Fireboat Phoenix were critical in controlling the Marina fire; and Whereas, NERT, an outstanding program of citizen volunteers trained and organized by the San Francisco Fire Department, was jointly conceived by Marina residents and Assistant Chief Dennis Callahan (ret.) and implemented by Lieutenant Frank Lucier (ret.); and Whereas, in the last 15 years the community outreach of NERT has touched every neighborhood in the City and County of San Francisco and trained more than 11,000 San Francisco residents to be self-sufficient for the first 72 hours after a major disaster; now THEREFORE BE IT RESOLVED, that I, Gavin Newsom, Mayor of the City and County of San Francisco, do hereby proclaim October 17, 2004 as ... 15-50-15 Day in San Francisco !
